FMC Assesses $748,000 in Penalties

Hanjin pays largest settlement for charging too little

Hanjin Shipping paid the Federal Maritime Commission $440,000 to settle allegations that it violated the Shipping Act of 1984, the commission announced this week. Hanjin allegedly charged shippers less-than-tariff rates, and allowed access to contract rates for ocean transportation intermediaries that were not signatories.

The case was one of eight settlement agreements that the FMC Bureau of Enforcement announced this week. The bureau usually announces settlements two times a year. Regulated companies agree to settle FMC charges without admitting to violating the law.

In the other settlements:
-- U&S Shipping, an ocean freight forwarder of Sanford, Fla., paid $103,000 for allegedly rebating shippers, and forwarding cargo at reduced rates.

-- Abco Logistics, and OTI of El Monte, Calif., paid $40,000 for alleged tariff undercharges, and unlawful service contract access.

-- Cargo Cargo Logistics an OTI of Carson, Calif., paid $40,000 for alleged unlawful service contract access, misdescription of cargo and substituting carrier equipment.

-- Cargozone Pacific Transit Service, an OTI of Inwood, N.Y., paid $40,000 for alleged tariff undercharges, unlawful access to service contracts, and permitting others access to service contracts.

-- Grandwin Logistics, an OTI of Alhambra, Calif., paid $35,000 for alleged unlawful access to service contracts, and permitting others access to service contracts, and tariff undercharges.

-- China United Transport, an OTI of City of Industry, Calif., paid $30,000 for alleged unlawful service contract access, and tariff undercharges.

-- AME Logistics, an OTI of Jamaica, N.Y., paid $20,000 for allegedly acting as an OTI without license, tariff or bond.
