THE Alliance has to delay new network implementation

April is traditionally the month that the three mega-alliances implement changes in their East West networks. Due to port congestion and a shortage of ships, the situation looks very different this year.

Hapag-Lloyd, HMM, ONE and Yang Ming are the only big carriers planning important network changes requiring some extensive reshuffling of tonnage.

The revised East West network of THE Alliance includes the launch of a new direct Asia 每 US Gulf &EC6* service, the upgrade of the Asia 每 US East Coast &EC1* service from the 8,500 每 9,500 teu to the 13,000 teu scale.

Alphaliner can confirm that other network revisions are also delayed until May for operational reasons. The delays appeared already unavoidable before the 6.5 days Suez blockage of the EVER GIVEN, which will only add to the operational challenges to have the ships in place for their next assignments.

Asia - North America The first sailing for the new Asia每US &EC6* to be jointly operated with Evergreen is now planned for 9 May with the 6,724 teu ONE MODERN. The service will turn in ten weeks, calling at Kaohsiung, Hong Kong, Yantian, Ningbo, Shanghai, Busan, Houston, Mobile, New Orleans, Kaohsiung. ONE will shift a series of 6,700 teu ships from the Asia-USEC &EC5* to the new &EC6*. These will be replaced with 8,500+ teu tonnage presently deployed in the Asia每USEC &EC1*. The 13,154 teu HYUNDAI HOPE will be the first neo-panamax ship to join the *EC1* on 5 April, but the real upgrading of this Panama[1]routed service and the implementation of the new rotation (omitting Tokyo, Kobe, Xiamen and Jacksonville) will only start as from the 7 May sailing of the 13,154 teu HYUNDAI DREAM from Kaohsiung. THE Alliance will have additional neo-panamax tonnage available as Hapag-Lloyd is replacing 5 x 13,100〞13,400 teu ships from the Eu[1]rope〞Middle East/India &IOS* service operated jointly with ONE with smaller tonnage of 8,500 teu. This fleet change was planned for Jan[1]uary, but only started last week with the 13,371 teu MADRID EX[1]PRESS leaving the &IOS*-fleet in North Europe and starting to load for the Far East as &FE4 extra sailer*.


De Blasio to revive property tax reform
Blaming delay on pandemic, mayor commits to finishing plan
Mayor Bill de Blasio said Thursday he will revive his stalled property tax reform effort before leaving City Hall.
At a state Senate hearing, de Blasio committed to restarting hearings on fixing the oft-derided tem and producing recommations before the of his term, Gotham Gazette reported.
Only two days earlier de Blasio had repeated an excuse that the pandemic ※derailed§ property tax reform, which he has been identifying as a priority throughout his seven years in office.
※We*ve talked about it internally, we*ve got to restart this engine. We*re absolutely committed to a final report soon,§ de Blasio said in response to a senator*s question at the hearing.
Whatever the city comes up with would have to be passed by the state legislature.
Martha Stark, policy director of Tax Equity Now New York, which sued the city in 2013 to force the city to make reforms, criticized the mayor ahead of his announcement at the budget hearing.
※Blaming his inaction on the pandemic shows the mayor*s lack of leadership, courage, and commitment to doing what he could to make NYC*s property tax less of a tale of two cities,§ Stark told the paper. ※He had six years to make the property tax tem fairer for those who were also hardest hit by the pandemic: Black and brown people, the working class, small businesses, and renters.§
The state*s highest court dismissed the industry-backed group*s latest appeal in September 2020.
Since the 1990s the city has periodically moved to overhaul the property tax tem, which TENNY and other groups argue favors single-family homes in well-off neighborhoods as well as co-ops and condos at the expense of homes in less-affluent areas and rentals.
In January 2020 the city released a preliminary report with recommations. The report was widely criticized by the real estate industry for its tameness.
One reason it is so difficult to reform the property tax code is that any plan will raise someone*s property taxes, a prospect that few politicians relish. The tem is also infamously opaque and complex, and the stakes are high: Property taxes provide a third of all the city*s revenue.
