Ending Collection of International Emergency Economic Powers Act Duties
The purpose of this message is to provide guidance regarding the February 20, 2026 Executive Order (EO), ?nding Certain Tariff Actions,?that terminates the collection of the additional ad valorem duties imposed pursuant to the International Emergency Economic Powers Act (IEEPA).
ENDING IEEPA TARIFF COLLECTION
Duties imposed pursuant to IEEPA under the following presidential actions, including all modifications and amments, will no longer be in effect and will no longer be collected for goods entered for consumption or withdrawn from warehouse for consumption, on or after 12:00 a.m. eastern time on February 24, 2026: U.S. Customs and Border Protection (CBP) will the Automated Commercial Environment (ACE) programming, and all Harmonized Tariff Schedule of the United States (HTSUS) numbers applicable to the IEEPA tariffs will be inactive in ACE as of February 24, 2026. This EO affects IEEPA duties ONLY and does not affect any other duties, including duties imposed under section 232 of the Trade Expansion Act of 1962, as amed, and section 301 of the Trade Act of 1974, as amed.
President Trump on Friday evening, Feb. 20, issued an Executive Order invoking his authority under ?ection 122?of the 1974. The order was in response to the U.S. Supreme Court? decision earlier on Friday which struck down the Trump administration? use of IEEPA tariffs. The order imposes, for a period of 150 days, a 15% ad valorem import duty on articles imported into the U.S. The temporary import duty will take effect Feb. 24 at 12:01 a.m. ET.
