The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.
Aluminum foil 每 subsidy rates of 17.04 percent to 48.26 percent with respect to eight companies in preliminary results of administrative review of CV duty order on certain aluminum foil from China for the period Aug. 14, 2017, through Dec. 31, 2018, and rescission of review with respect to 14 companies
Garment hangers 每 dumping margin of 2.24 percent for one company in amed final results of administrative review of AD duty order on steel wire garment hangers from China for the period Oct. 1, 2012, through Sept. 31, 2013
OCTG 每 sunset review determination that revocation of CV duty order on oil country tubular goods from China would be likely to lead to continuation or recurrence of countervailable subsidies at rates ranging from 20.90 percent to 26.19 percent
Pipe and tube 每 sunset review determinations that revocation of AD duty orders on light-walled rectangular pipe and tube from China, Korea, Mexico, and Turkey and CV duty order on such goods from China would be likely to lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time
Rubber 每 dumping margin of 21.22 percent for one company in final results of administrative review of AD duty order on emulsion styrene-butadiene rubber from Brazil for the period Feb. 24, 2017, through Aug. 31, 2018
Tires 每 initiation of AD duty investigations of passenger vehicle and light truck tires from Korea, Taiwan, Thailand, and Vietnam and CV duty investigation of such goods from Vietnam, with alleged dumping margins of 42.95 to 195.20 percent for Korea, 105 to 147 percent for Taiwan, 106.4 to 217.5 percent for Thailand, and 14.73 to 33.06 percent for Vietnam
Wire strand 每 sunset review determinations that revocation of AD duty orders on prestressed concrete steel wire strand from Brazil, India, Japan, Mexico, Korea, and Thailand would be likely to lead to continuation or recurrence of dumping at margins of up to 118.75 percent for Brazil, 102.07 percent for India, 13.30 percent for Japan, 54.19 percent for Korea, 77.20 percent for Mexico, and 12.91 percent for Thailand, and determination that revocation of CV duty order on such goods from India would be likely to lead to continuation or recurrence of countervailable subsidies at a rate of 62.92 percent
Fertilizers 每 new CV petition filed on phosphate fertilizers from Morocco and Russia (subject goods are phosphate fertilizers in all physical forms, with or without coating or additives such as anti-caking agents, predominantly classified under HTSUS 3103.11.0000, 3103.19.0000, 3105.20.0000, 3105.30.0000, 3105.40.0010, 3105.40.0050, 3105.51.0000, and 3105.59.0000 but also classified under HTSUS 3103.90.0010, 3105.10.0000, 3105.60.0000, 3105.90.0010, and 3105.90.0050)
Twist ties 每 new AD/CV petition filed on twist ties from China, with an alleged average dumping margin of 67.92 percent (subject goods are thin, bable ties for closing containers such as bags, bundle items, or identifying objects, comprising one or more metal wires encased in a covering material, predominantly classified under HTSUS 8309.90.0000 and 5609.00.30000 but also classified under HTSUS 3920.51.5000, 3923.90.0080, 3926.90.9990, 4811.59.6000, 4821.10.4000, 4821.90.2000, and 4823.90.8600)
Aluminum foil 每 dumping margin of zero for one exporter and 106.21 percent for ten exporters in preliminary results of administrative review of AD duty order on certain aluminum foil from China for the period Nov. 2, 2017, through March 31, 2019
Lumber 每 amed final ruling on scope of AD/CV duty orders on certain softwood lumber products from Canada pursuant to court decision
Magnesium 每 no shipments determination with respect to two companies in final results of administrative review of pure magnesium from China for the period May 1, 2018, through April 30, 2019
Pipe fittings 每 dumping margin of 18.16 percent for five exporters in preliminary results of administrative review of AD duty order on iron soil pipe fittings from China for the period Feb. 20, 2018, through July 31, 2019, and rescission of review with respect to 15 companies
PTFE 每 remand of final ITC determinations in AD/CV duty investigations of polytetrafluoroethylene resin from China and India pursuant to court decision
Silicon metal 每 continuation of AD duty order on silicon metal from Russia
Steel products 每 amed final ruling on scope of AD/CV duty orders on corrosion-resistant steel products from China and Italy pursuant to court decision
Steel flat products 每 subsidy rate of 0.45 percent (de minimis) with respect to one company and 0.59 percent with respect to 12 companies in final results of administrative review of CV duty order on certain cold-rolled steel flat products from Korea for the period Jan. 1 through Dec. 31, 2017
