The International Trade Administration and/or International Trade Commission have recently announced the following actions in antidumping and/or countervailing duty cases.
Citric acid 每 sunset review determination that revocation of AD and CV duty orders on citric acid and citrate salts from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time
Crepe paper products 每 sunset review determination that revocation of AD duty order on crepe paper products from China would be likely to lead to continuation or recurrence of dumping at margins up to 266.83 percent
Mechanical tubing 每 rescission of administrative review of AD duty order on cold-drawn mechanical tubing of carbon and alloy steel from Switzerland for the period June 1, 2019, through May 31, 2020, and instruction to CBP to assess AD duties on entries of such goods at the applicable cash deposit rates
New reviews 每 initiation of administrative reviews of the following AD and/or CV duty orders for the periods Oct. 1, 2019, through Sept. 30, 2020 (AD) and Jan. 1 through Dec. 31, 2019 (CV), unless otherwise noted
- carbon and certain alloy steel wire rod from Mexico (AD)
- glycine from Thailand (AD; Aug. 5, 2019, through Sept. 30, 2020)
- hot-rolled steel flat products from Australia (AD), Brazil (AD/CV), Japan (AD), Korea (AD/CV), the Netherlands (AD, and Turkey (AD)
- oil country tubular goods from Ukraine (AD; July 10, 2019, through June 30, 2020)
- refillable stainless steel kegs from Mexico (AD)
- stainless steel flanges from India (AD/CV)
Sawblades 每 sunset review determination that revocation of AD duty order on diamond sawblades and parts thereof from China would be likely to lead to continuation or recurrence of dumping at margins up to 164.09 percent

Cigarettes 每 final affirmative dumping determination on 4th-tier cigarettes from Korea, with dumping margin of 5.48 percent
PC strand 每 (1) final affirmative dumping determinations on pre-stressed concrete steel wire strand from Argentina (60.4 percent dumping margin), Colombia (86.09 percent), Egypt (29.72 percent), the Netherlands (30.86 percent), Saudi Arabia (194.4 percent), Taiwan (23.89 percent), Turkey (53.65 percent), and the United Arab Emirates (170.65 percent) and (2) final affirmative CV duty determination on PC strand from Turkey, with net subsidy rates of 30.78 to 158.44 percent
Plastic bags 每 rescission of administrative review of AD duty order on polyethylene retail carrier bags from China for the period Aug. 1, 2019, through July 31, 2020, and instruction to CBP to assess AD duties on entries of such goods at the applicable cash deposit rates
Solar cells 每 (1) dumping margins of 92.52 to 100.79 percent in corrected final results of administrative review of AD duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China for the period Dec. 1, 2017, through Nov. 30, 2018, and (2) net subsidy rates of 11.68 to 14.86 percent in final results of administrative review of CV duty order on such goods for the period Jan. 1 through Dec. 31, 2017
Steel racks 每 rescission of administrative review of CV duty order on steel racks from China for the period Dec. 3, 2018, through Dec. 31, 2019, and instruction to CBP to assess CV duties on entries of such goods at the applicable cash deposit rates
End blocks 每 (1) final affirmative dumping determinations on forged steel fluid blocks from Germany (dumping margins of 3.82 to 70.84 percent) and Italy (zero to 58.48 percent) and (2) final affirmative CV duty determinations on such goods from China (net subsidy rates of 16.8 to 337.07 percent), Germany (5.86 to 14.81 percent), India (5.2 percent) and Italy (3.12 to 44.86 percent)
Lockers 每 preliminary affirmative CV duty determination on metal lockers from China, with new CV cash deposit requirement at rates of 36.83 to 144.01 percent
Nails 每 rescission of administrative review of AD duty order on steel nails from Taiwan for the period July 1, 2019, through June 30, 2020, with respect to nine companies and instruction to CBP to assess AD duties on entries of such goods at the applicable cash deposit rates
Pipe 每 preliminary affirmative CV duty determinations on seamless carbon and alloy steel standard, line, and pressure pipe from Russia and South Korea, with new CV cash deposit requirement at rates of 4.39 percent for Russia and 2.13 percent for South Korea
Silicon metal 每 preliminary affirmative dumping determinations on silicon metal from Bosnia & Herzegovina and Iceland, with new AD cash deposit requirement at rates of 21.41 percent for Bosnia & Herzegovina and 37.83 to 47.54 percen
